本通信13号（2009年1月26日）では、英国で今年1月に発表された「企業史料のためのナショナル・ストラテジー（イングランド＆ウェールズ）（案）」をご紹介しました。

この草案を基に決定された文書「企業史料のためのナショナル・ストラテジー（イングランド＆ウェールズ）」（2009年7月付）が新たにウェブ上にアップされました。

草案と決定文書を比較してみると、草案「1.要旨」にあった「企業史料とはなにか？」「どのように企業は自分たちのアーカイブズを利用するか？」の部分が削除されていたり、「4.戦略状況と背景」中の小見出しが Policy background から Strategy background に変更されていたり、あるいは「9.資金調達戦略の実行」が Funding strategy implementation から Resourcing strategy implementation に変更されている、といった異動が見られます。しかし、それらをのぞくと草案と決定文書の内容はほぼ同じです。

「企業史料のためのナショナル・ストラテジー（イングランド＆ウェールズ）」では、第8章において行動計画とその実施主体、目標がチャート化されています。「企業のなかでアーカイブズを維持することの価値に関する関心を高める」ための行動計画の最初にあげられているのが、「企業に対してアーカイブズに投資することの恩恵を示すために、企業史料管理に関する助言的なリーフレットを出版する（Publish an advisory leaflet on managing business archives to show companies the benefits of investing in their archives）」ことです。この実施主体は英国国立公文書館（TNA）。
そして2番目に掲げられている行動計画は「企業が積極的に企業史料を管理することを奨励するために、企業記録とアーカイブズ管理に関わる実践的なアドバイス（事例研究、アドバイス、認定計画を含む）を備えたベストプラクティス・ウェブサイトを開発する（Develop best practice website with practical guidance on managing business records and archives (including case studies, advice and accreditation scheme） to encourage businesses to actively manage their archives）」ことで、 TNAとビジネス・アーカイブズ・カウンシル（BAC）、英国アーキビスト協会 ビジネス・レコード・グループ（BRG）がこれを担当することになっています。
今号でご紹介する「企業の記憶：企業史料管理の手引き」は第一番目の行動、「企業史料管理：ベストプラクティス・オンライン」サイトは二番目の行動の具体化です。
そして、決定版では削除された「企業史料とはなにか？」「どのように企業は自分たちのアーカイブズを利用するか？」といった部分は、これら二つの文献の中でより具体的に語られているといえます。
★☆...「企業史料のためのナショナル・ストラテジー」への道のり...★☆
英国の「企業史料のためのナショナル・ストラテジー」に関連する取り組みがいよいよ立ち上がりました。ここに至る道のりをざっと辿ってみましょう。
始まりはビジネス・アーカイブズ・カウンシル（BAC）の2003年の年次総会で、企業史料管理に関する新しい取り組みが提案されたことにさかのぼります。この提案に基づいて、翌2004年の3月に、BAC、英国アーキビスト協会ビジネス・アーカイブズ・グループ（BRG）、経営史家協会（the Association of Business Historians）、英国アーカイブズ評議会（the National Council on Archives）、イギリス産業連盟（the Confederation of British Industry: CBI、日本の日本経団連に相当する経営者団体）、そして英国王立歴史史料委員会（Historical Manuscript Commission: HMC）・国立公文書館（TNA）の代表者が集まり、ビジネス・アーカイブズ・ラウンド・テーブルというネットワークを形成してきました。
2005年夏にはTNAの中に、Business Records Development Officer (BRDO）という役職を置くことが決定され、2006年春に初代BRDOにロバート・ブラウン（Robert Brown）氏が任命されました。BRDOが予算的裏付けを得ることができたのは、TNA、英国アーキビスト協会、経済史学会（the Economic History Society）、経営史家協会、博物館・図書館・アーカイブズ評議会（MLA）、ウェールズ議会政府からの援助・後援によるものであったということです。企業史料に関するナショナル・ストラテジーのたたき台を作成したのは、BRDO、すなわちブラウン氏でした。2008年4月にBRDOは交替し、2代目としてケイティ・ローガン（Katey Logan）氏が就任し、今年1月に発表された「企業史料のためのナショナル・ストラテジー（イングランド＆ウェールズ）（案）」をまとめています。
現在TNAの中にBRDOの名称の役職はなくなり、代わってBusiness Archives Advice Managerが「企業史料のためのナショナル・ストラテジー」関連の取り組みを担当しています。現在の担当者はアレックス・リッチー（Alex Ritchie）氏です。

英国国立公文書館（TNA）は、今月9日付で「企業の記憶：企業史料管理の手引き」に関するプレス・リリース「新しい手引きはビジネス上の成功のための秘密兵器を明らかにする（New guide reveals secret weapon for business success）」を発表しました。
プレス・リリースによると、TNAはこの手引きを通じて、厳しい市場競争のなかで新たな市場を開拓し、法制上規制上の防御策を講じ、成功を収めるために、企業はどのようにアーカイブズを活用しうるかを明らかにしている、ということです。
手引きの出版を記念して、英国議会貴族院で出版記念のパーティも開催され、メルビン・キング（Mervyn King）イングランド銀行総裁やステラ・リミントン（Dame Stella Rimington）MI5（イギリス情報局保安部）元長官（アーキビスト）、マークス＆スペンサーのステュアート・ローズ卿（Sir Stuart Rose）らがスピーチを行っています。

今号でご紹介したTNAの企業史料関係プログラムの取りまとめ役Business Archives Advice ManagerであるAlex Ritchie氏の発表を聞く機会がありました。6月12日にフィンランド国立公文書館で開催された公開セミナー「変化の中のビジネス・アーカイブズ」でのことです。個人的にお話するなかで、彼がつぶやいた"It's a whole new world!" という言葉が印象的でした。
TNAは2003年にそれまで別々に存在していた国立公文書館（Public Record Office: PRO）と英国王立歴史史料委員会（Historical Manuscript Commission: HMC）が一つになったものです。PROの方は政府の公文書の保存、HMCは各地に散在する歴史資料の調査と目録の登録作業を行ってきました。リッチー氏は長らく、HMCのスタッフとしてNational Register of Archives（NRA、アーカイブズ目録情報のデータベース）のための調査・登録等の業務にあたってきたそうです。
世界中どこでも多かれ少なかれ同様ですが、英国のアーカイブズ制度も、1990年代以降、ITを用いた情報化、とくにインターネットとウェブの世界の発達によって、大きく変わったと考えられます。2003年にTNAが誕生したのも、このような流れの中での出来事でした。TNAの初代館長セーラ・タイク（Sarah Tyacke）氏と、2代目となる現在の館長ナタリー・シーニー氏が共に英国図書館（BL）の出身であることも、情報化の進展、それに伴ってアーカイブズ、図書館、博物館業務で重なりあう部分が増えてきていることを示しているでしょう。
リッチー氏のつぶやきに戻ると、HMCスタッフの頃は英国内の歴史資料目録の調査・登録という、一見すると地味な業務に携わっており、その頃は「企業史料のためのナショナル・ストラテジー」といったタイトルで国外で発表することなどまったく想像もしなかった、そんな感慨をお持ちのようでした。発表ではインターネットを使ってのNRAデータベースとARCHONディレクトリ（アーカイブズ機関に関するデータベース）のデモも行われました。リッチー氏による「企業史料探索（Finding company records）」というポッドキャストがTNAサイトにアップされており、リッチー氏の声を聞くことができます。ちなみに、同氏はスコットランドの出身です。
