Eiichi accompanies him back and, on the 1st day of the 12th month (13 January 1869), returns home to Chiaraijima. Six years have passed since he left the village in the 3rd year of Bunkyū (1863).

Chapter 3. Service to the Shizuoka Domain

For about ten days after his return to Kyoto on the 8th day of the 12th month (20 January), Eiichi organized his public and private affairs and, on the 19th day of the month (31 January), he went to Shizuoka with a personal letter from Tokugawa Akitake (徳川昭武) and an account of expenditures by the entourage during their journey to France. On this day, Eiichi has an audience with former shogun Tokugawa Yoshinobu (徳川慶喜) at Hōdai-in Temple in Shizuoka. Eiichi reports on their return home from abroad and gives Yoshinobu the letter from Akitake. Yoshinobu gives Eiichi unofficial orders to stay in Shizuoka and makes Eiichi a kanjō kumigashira (勘定組頭, accounting section chief). Then he appoints Eiichi as a gokatte gakari chūrō tetsuki (御勝手懸り中老手附, finance office senior secretary), equivalent to a kanjō kumigashira, under the kanjō gashira (勘定頭, director of accounting).

Previously, in the 12th month of the preceding year (January/February 1869), Eiichi had submitted to Hiraoka Junzō (平岡準蔵), the kanjō gashira (勘定頭, director of accounting) of Shizuoka domain, a proposal requesting permission to establish the Shōhō Kaisho (商法会所, Commercial Office) and the proposal had been accepted. On this day the Shōhō Kaisho opens in the Kōyamachi area of Shizuoka. Eiichi becomes its president.

Eiichi goes to Tokyo on Shōhō Kaisho (商法会所, Commercial Office) business. On the 12th day of the 3rd month (23 April), he returns to Shizuoka, bringing his wife and child with him.

Kanjō gashira (勘定頭, director of accounting) Oguri Naosuke (小栗尚助), Shōhō Kaisho (商法会所, Commercial Office) President Eiichi, and others give instructions to revamp the role of the jimu toriatsukai kata (事務取扱方, acting director) of the Shōhō Kaisho. Later, on the 20th day of the 4th month (31 May), Eiichi goes to Shimizu Port on business and returns to Shizuoka on the 10th day of the 5th month (19 June). Before and after his business trip, he goes to the office almost every day to supervise business.

Summoned by the Foreign Office (外国官) of the Meiji government, Eiichi leaves Shizuoka for Tokyo on this day. In writing or in person, he explains the rent for lodgings, the proceeds from the sale of furnishings, and other matters from Tokugawa Akitake’s (徳川昭武) stay in France. Eiichi returns to Shizuoka on the 15th day of the 8th month (20 September). In the meantime, there was a disturbance at the Shōhō Kaisho (商法会所, Commercial Office) and Eiichi sent his instructions for dealing with the matter by letter.

Previously there had been discussion of reforming the Shōhō Kaisho (商法会所, Commercial Office) and establishing a jōheisō (常平倉, grain storehouse for the purpose of social welfare). Eiichi submitted a written statement of opinion which was accepted. On the 25th day of this month (30 September), he was appointed to take charge of the Jōheisō (常平倉, Price-stabilizing Granary) within the Accounting Office (会計掛) of the Shizuoka domain and was provisionally raised to the status of middle-ranking samurai, but on this day, the Shōhō Kaisho is dissolved.

The Jōheisō (常平倉, Price-stabilizing Granary) is established and the purveyors to the former Shōhō Kaisho (商法会所, Commercial Office) are assigned as head purveyors for the Jōheisō.

The Jōheisō (常平倉, Price-stabilizing Granary) is set up at Kyōgaku-ji Temple in the town of Jōkeichō, Shizuoka, and then moved to the former residence of a metsuke (目付, superintendent officer) in the town of Gofukuchō.


Chapter 4. Service to the Ministry of Popular Affairs and the Ministry of Finance

Previously, Eiichi had received an order, dated the 18th day of the 10th month of this year (21 November 1869), from an official of the Grand Council of State (太政官), to present himself in Tokyo. He put the business of the Jōheisō (常平倉, Price-stabilizing Granary) in order and, on the 26th day of the same month (29 November), left Shizuoka for Tokyo. On this day, Eiichi receives an Imperial letter appointing him Tax Office chief (租税正) within the Ministry of Popular Affairs (民部省). Although intending to refuse the post, on the 18th day of the month (20 December) he is dissuaded from doing so by Ōkuma Shigenobu (大隈重信), the senior vice minister of finance (大蔵大輔) and popular affairs (民部大輔).

The Ministry of Popular Affairs (民部省) and the Ministry of Foreign Affairs (外務省) establish tax rules for Western-type commercial ships. Then, the next year, on the 27th day of the 1st month of Meiji 3 (27 February 1870), the Grand Council of State (太政官) issues provisions on these taxes within regulations on steam shipping. Eiichi takes part as the Tax Office chief (租税正).

In order to supervise the production of silkworm egg cards, the Ministry of Popular Affairs (民部省) issues an order to the prefectures and domains based on a plan by the Reform Office (改正掛). The total number of people who transport silkworm egg cards to the treaty ports and the names of license holders must be reported. Eiichi takes part as the head of the Reform Office.

Previously, the Ministry of Popular Affairs (民部省) had circulated to the Grand Council of State (太政官) for approval a directive, based on a plan by the Tax Office, that stated that government land should no longer be entrusted to the domains but placed instead under the jurisdiction of the prefectures. On this day, the Grand Council of State gives its approval. Eiichi takes part as the Tax Office chief (租税正).

The Ministry of Popular Affairs (民部省) takes the lead in dealing with the new jōmen (定免, long-term fixed rate land tax) and the conversion of the fixed period, as proposed by Kōfu prefecture. Then, on the last day of the 5th month of this year (28 June 1870), the Ministry establishes rules for the loaning of money and grain to the victims of fires in the ken (県, prefectures). Eiichi takes part as the Tax Office chief (租税正).

Then, on the 24th day of the 7th month of this year (20 August 1870), the Ministry of Finance (大蔵省) announces that those who have been paying tax on dry fields in rice and beans should now pay in cash. The Grand Council of State (太政官) issues an order that yasukokudai kinnō (安石代金納, monetary tax payments calculated at a rate below the market price of rice) and other special tax practices observed in various districts be abolished and that tax be paid in the usual manner. The Ministry of Popular Affairs (民部省) circulated to the Grand Council of State (太政官) for approval a directive stating that when isolated land under the jurisdiction of the domains is exchanged for other land, if there is no increase or decrease in the value of rice yields then matters should be handled expediently. Based on a proposal by the Weights and Measures Reform Office (度量衡改正掛), the Ministry of Finance (大蔵省) drafted a provisionary regulatory law on weights and measures and circulated to the Grand Council of State (太政官) for approval a directive that the law be put into effect. Approval is granted. Eiichi takes part as the head of the Reform Office (改正掛).

Based on a plan by the Reform Office (改正掛), the Ministry of Popular Affairs (民部省) circulated to the Grand Council of State (太政官) for approval a directive that the judgment of lawsuits negotiated by the prefectures and domains be transferred from the Ministry to the prefectures and domains. Approval is officially announced. Eiichi takes part as the head of the Reform Office (改正掛).

The Ministry of Finance (大蔵省) establishes bylaws for wrapping up the business of Kaisō Kaisha (廻漕会社, Shipping Company) so as to transfer it to the private sector. On the 6th day of the 12th month (26 December), the staff is dismissed and the company is effectively shut down. Eiichi had previously, on the 27th day of the 11th month (17 January), been assigned to take charge of the company’s business affairs. Eiichi, Junior Vice Minister of Finance (大蔵少輔) Inoue Kaoru (井上馨), Postal Office Deputy Chief (駅逓権正) Maejima Hisoka (前島密), and others are involved in winding down the company.

In response to a request from Tōkyō Kawase Kaisha (東京為替会社, Tokyo Exchange Company) and Yokohama Kawase Kaisha (横浜為替会社, Yokohama Exchange Company) for an increase in the production of bank notes, Eiichi was involved in circulating to Senior Vice Minister of Finance (大蔵大輔) and Councilor (参議) Ōkuma Shigenobu (大隈重信) a directive that the request should be granted. Each of the companies is given permission to issue an increase of up to 400,000 ryo.

Based on a plan by the Tax Office (租税司), the Ministry of Finance (大蔵省) notifies nine ken (県, prefectures) and one domain of a directive that exchange companies transport to Tokyo by steamship the tax rice of the provinces of Mutsu [present-day Aomori prefecture and part of Iwate prefecture], Dewa [present-day Yamagata and Akita prefectures], Etchū [present-day Toyama prefecture], and Echigo [present-day Niigata prefecture]. Eiichi takes part as the Tax Office chief (租税正).

The Ministry of Popular Affairs (民部省) circulated to the Grand Council of State (太政官) for approval a directive that the Tate domain collect taxes on exports and imports as well as commercial ships at the two ports of Fukuyama and Esashi in Hokkaido. Based on a plan by the Reform Office (改正掛), the Ministry of Finance (大蔵省) submits to the Grand Council of State (太政官) a proposal that a building be constructed for the Grand Council of State and that all ministries and agencies be moved there. The Council orders the Ministry of Finance to construct the building on the site where the main enclosure of Tokyo Castle used to stand. Eiichi takes part as the head of the Reform Office.

24th day of 12th month, Meiji 3 (13 February 1871) [id: DK020156k] ……… p. 572
Based on a plan by the Tax Office (租税司), the Ministry of Finance (大蔵省) circulated to the Grand Council of State (太政官) for approval a directive that expenses related to prisoners without registered domiciles paid by the offices of government land entrusted to domains be covered by kuchimai (口米, additional tax imposed on tax paid in rice) and kuchiei (口永, additional tax imposed on tax paid in cash). Approval is granted. Eiichi takes part as the Tax Office chief (租税正).

The Ministry of Finance (大蔵省) notifies 10 ken (県, prefectures), including Kosuge [part of present-day Tokyo], of measures circulated by Kosuge prefecture to pay remunerations to guards employed at moorings for ships transporting tax rice along the Edogawa River. Eiichi takes part as the Tax Office chief (租税正).

12th month of Meiji 3 (January/February 1871) [id: DK020158k] ……… p. 574
The Grand Council of State (太政官) transfers government lands that had been entrusted to 11 domains including Kanazawa to the jurisdiction of eight ken (県, prefectures) including Kasamatsu [part of present-day Gifu prefecture]. Eiichi takes part as the Tax Office chief (租税正).

12th month of Meiji 3 (January/February 1871) [id: DK020159k] ……… p. 574
Based on a plan by the Reform Office (改正掛), the Ministry of Finance (大蔵省) submits a proposal to the Grand Council of State (太政官) that a uniform system of government be formulated and adopted throughout the country. Eiichi takes part as the head of the Reform Office.
