Previously, there had been a proposal to improve the organizational structure of the Bankers’ Association (銀行集会所) and to establish bylaws. Eiichi participated in drafting regulations as a committee member and in frequent discussions at formal meetings. On this day, draft bylaws are submitted to the minister of finance (大蔵卿) and permission is received. A request for purchase of the periodical publication was submitted along with the draft bylaws, but it is turned down. Despite this, it is decided that the Association will issue the publication every month.

Previously, the National Bank Ordinance had been revised so that the charters of national banks would expire 20 years from their founding. Upon expiration, each bank would be required to either be reorganized into an ordinary bank or close. The banks would also be required to redeem all outstanding banknotes by that time. As a result of a discussion held on this day and in response to a directive from the minister of finance (大蔵卿) on the issue, it is consequently decided that the banks will use the same method for redeeming their banknotes. This is later submitted to the authorities and approved.

The Bank of Japan (日本銀行) is requested to decide on the matter of the price of government bonds that are to be purchased using funds acquired by redeeming banknotes payable by the national banks to the Bank of Japan. However, later it becomes impossible for the Ministry of Finance (大蔵省) to sell the bonds and therefore it is decided that the Ministry of Finance will grant each of the national banks public bonds to sell to the Bank of Japan.

A proposal is made to the Bank of Japan (日本銀行) that interest on public bonds for the construction of the Nakasendō railway be obtained by a letter of guarantee in conformation with development bonds. Previously, an inquiry regarding a draft revision of documentary bills had been received from the Ōsaka Ginkō Shūkaijo (大阪銀行集会所, Osaka Bankers’ Association) and the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) had submitted a written opinion to the effect that it felt supporting this to be difficult. On this day, the Association submits to the government a proposal that a form for documentary bills be established. It also adopts a resolution to send a detailed report in reply to the inquiry from the Ōsaka Ginkō Shūkaijo. Eiichi is involved in this matter.
Later notice is received from the government that the request cannot be approved.

Previously, a petition had been submitted to the Bank of Japan (日本銀行) about the matter of raising the price of public bonds to be sold to reserve funds for the redemption of banknotes. On this day, it is resolved that each of the national banks will be asked for their views in order to send another petition to the Bank of Japan about the matter of raising prices. Later a reply comes from the Bank of Japan that it has no objections and the national banks are queried and their agreement about the matter obtained as well.

Previously, there had been a secret consultation with the Bank of Japan (日本銀行) on the matter of the method for the joint redemption of banknotes. Drafts were prepared concerning: the abolition of detailed statements documenting the numbers given to redeemed banknotes, the burden of surplus or deficit in the balance toward the final phase of banknote redemption, and the exchange of banknotes for convertible notes. The drafts were discussed and, since there were no objections, they are submitted to the minister of finance (大蔵大臣) for approval on this day. In December 1888, only the first item is approved.

Eiichi often reported on the accounts or made accounting decisions. On this day, having drafted the business report for the second half of 1886, he has it examined by committee members and submits it to the minister of finance (大蔵大臣). Later he reports that it should be sent out as well.

Previously, the Association had sent a request to the Bank of Japan (日本銀行) requesting that new 1-yen convertible notes not be issued for a while because circulation of the notes had increased so much in recent years that it had become troublesome to manage them.
On this day, Eiichi reports that there has been a reply from the Bank of Japan saying that it hopes banks will endure the short-term inconvenience as circulation of convertible notes is expected to balance out sooner or later.

To celebrate the establishment of the conversion system, the Bankers’ Association (銀行集会所) invites Prime Minister (内閣総理大臣) Count Itō Hirobumi (伊藤博文), his ministers (大臣), vice ministers (次官), and others to the Rokumeikan (鹿鳴館, Deer Cry Pavilion) and holds a banquet. Most notably, Minister of Finance (大蔵大臣) Count Matsukata Masayoshi (松方正義) is presented with calligraphy to honor his meritorious services and Eiichi gives a speech on behalf of the associated banks.

Previously, the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) had proposed the establishment of a clearinghouse (tegata kōkanjo) in the Association. It was thus decided to establish a clearinghouse within the Tegata Torihikijo (手形取引所, Bills Exchange) and, on this day, transactions begin.

Previously, the minister of finance (大蔵大臣) had issued a directive that a registered seal must be affixed to all bonds and certificates. At an extraordinary meeting on this day, Hara Rokurō (原六郎) states that the directive is impossible to follow. Eiichi attends and voices the opinion that the matter should be submitted to the authorities. Those present have no objections. Accordingly, the matter is submitted on a later day and, although rejected once, notification is later received that an official seal may be used instead.

Previously, there had been a proposal on the matter of amendments to the Public Bond Ordinance. On this day, prior to the opening of the spring social gathering, Eiichi reports that the aforementioned issue has not been accepted, but that sooner or later the wishes of those in the field will be fulfilled. The act is subsequently amended.

A spring social gathering is held on this day. Before the start of the banquet, Eiichi calls for a discussion on the matter of interest rates on current deposits and loans as well as the matter of the “cross check,” an inquiry about which was received from the Ōsaka Ginkō Shūkaijo (大阪銀行集会所, Osaka Bankers’ Association). But since the banquet is already underway, it is decided to discuss both matters at a future date. As neither matter is urgent, decisions about them are made at the next meeting.

The 86th formal meeting is held. Eiichi attends and presents on the issue of the tax stamp that should be affixed to overdrafts and correspondence contracts. He suggests petitioning the authorities on the issue. There being no objections, it is decided to do so at a later date. The Ministry of Finance (大蔵省) subsequently sends notification that the petition has been accepted.

Previously, notification had come from the Tax Division (賦税課) of the Tokyo prefectural government (東京府庁) that, while recipients of money by telegraphic transfer had previously been required to have a stamp, it would no longer be required except for transfers between banks. On this day, a discussion is held concerning the above matter and it is decided that only those who receive money ascertained to have nothing to do with business would no longer need to affix a stamp.

In regards to the matter of public bonds entrusted to the Bank of Japan (日本銀行), it is decided to inquire with the Bank of Japan and then notify banks that all public bonds with 5 percent or higher interest will be forwarded to the Bank of Japan at face value price. Later, having received approval from the Bank of Japan, notification is sent to the banks.

On this day, it is decided to choose regular and temporary members to deliberate on the aforementioned issue. Subsequently it is decided to reply that each bank should handle telegraphic transfers as it deems appropriate.

Previously, Bank of Japan Governor (日本銀行総裁) Tomita Tetsunosuke (富田鉄之助) had invited Eiichi and others to gather and had given a speech on the issue of the expansion of commercial bills. On this day, he invites several Tokyo merchants to a meeting on this issue and encourages them to promote the convenience and profitability of transactions using bills. Also on this day, Minister of Finance (大蔵大臣) Matsukata Masayoshi (松方正義) invites Eiichi and others to meet and gives advice about handling raw silk documentary bills. Eiichi and others decide beforehand to follow the advice and convey this to the Yokohama raw silk wholesalers commissioned by manufacturers. Both decisions are later approved.

Previously, the Hakodate branch of the Dai-Sanjūsan Kokuritsu Ginkō (第三十三国立銀行, 33rd National Bank) had inquired about whether it should include an entry for public loans in its account books if it applied for a public loan to start a water service enterprise in Hakodate. The Association sent the inquiry to the appropriate authorities. On this day, it is reported that a directive has been received saying public loan accounts should be entered under the loan account category. It is decided to follow the directive for the time being.

Bank Bureau Director (銀行局長) Tajiri Inajirō (田尻稲次郎) invites merchants, bankers, and others to the Association and speaks about the matter of the expansion of bill transactions. Then, Eiichi takes the podium and it is decided that a written opinion about the matter should be presented to either the Association or the Tokyo Merchants and Manufacturers’ Association (東京商工会). Later a written opinion is prepared and submitted to Director Tajiri.

Ikeda Kenzō (池田謙三), manager of the Dai-Hyaku Ginkō (第百銀行, 100th Bank), asks for a discussion on the issue of how to handle bad bills. The membership agrees and decides that those banks not represented at the meeting on this day should be notified of the discussion in writing.

On this day, at the invitation of Minister of Finance (大蔵大臣) Count Matsukata Masayoshi (松方正義) and Bank of Japan Governor (日本銀行総裁) Kawada Koichirō (川田小一郎), Eiichi departs Tokyo for Osaka with Yasuda Zenjirō (安田善次郎). On behalf of the associated banks of both the Tokyo and Osaka bankers’ associations, they talk about relief measures for the tight money market of the time. This opens the way for discounting bills with government collateral and, moreover, it is decided to increase the cap on the maximum amount of specie reserve to 85 million yen by amending the Convertible Banknotes Ordinance.
Eiichi returns to Tokyo on 4 May via Kobe, Kyoto, Yokkaichi, and Nagoya.

Previously, the Commercial Law had been promulgated pursuant to Law No. 29. On this day, Eiichi proposes the establishment of the Shō Hō Shitsugikai (商法質議会, Commercial Law Discussion Group) jointly with the Tokyo Merchants and Manufacturers’ Association (東京商工会) and receives agreement on the proposal from the membership. The Shitsugikai’s first meeting is held on 10 July of this year and meetings are held dozens of times thereafter.

Previously, Eiichi had proposed revising the Association’s bylaws and frequent committee meetings had been held to discuss the revisions. On 15 August, Eiichi had been chosen as a committee member according to the revised bylaws and, on this day, he is nominated as the committee chairman. Previously, there had been miscalculations involving the government’s method of redeeming banknotes and the issue of an extension of the deadline for banknote redemption came up among national banks. Eiichi had often expressed his opinion about this problem on behalf of the associated banks of Tokyo and, on this day, he finally submits to Bank Bureau Director (銀行局長) Tajiri (田尻) a request for a six-year extension of the banknote redemption deadline and also meets with Minister of Finance (大蔵大臣) Matsukata Masayoshi (松方正義) to explain the main points of the request.

He is instructed that since the name chochiku yokin (貯蓄預金, savings deposit) would no longer be used starting in January of the following year, they should all be changed to betsudan yokin (別段預金, special deposits) and that an account of less than five yen should be handled in accordance with the second clause of Article 1 of the Ordinance.

Later an extraordinary general meeting was held to discuss and approve the committee’s report. On this day, an opinion paper is submitted to the Ministry of Finance (大蔵省). Later the government decides to stop the submission of the above bills. Then, the following year, in 1902, there is another discussion about the government bringing the bills before the 16th session of the Diet but, in the end, the issue ends without them being submitted.

Previously, Minister of Finance (大蔵大臣) Sone Arasuke (曽禰荒助) had invited Eiichi and other bankers to meet with him so he could introduce himself upon taking up the office of minister. On this day, Eiichi and others return the favor by inviting Sone and Sakatani Yoshirō (阪谷芳郎), administrative director of the Ministry of Finance (大蔵省総務長官), among others, to the Bankers Club (銀行倶楽部). Eiichi gives a speech expressing his desire to change the old practice of placing politics above business.

On the 26th, the Tokyo Bankers’ Association (東京銀行集会所) and the Bankers Club (銀行倶楽部) hold a farewell party at the Tokyo Bankers’ Association building in Sakamoto-chō for Count Matsukata Masayoshi (松方正義), who is leaving for Europe. Eiichi attends and gives a speech. On the following day, the 27th, Eiichi, together with Minister of Finance (大蔵大臣) Baron Sone Arasuke (曽禰荒助), Bank of Japan Governor (日本銀行総裁) Yamamoto Tatsuo (山本達雄), Baron Iwasaki Hisaya (岩崎久弥), and Baron Mitsui Takayasu (三井高保), holds a farewell party for Count Matsukata at the Imperial Hotel (帝国ホテル). Eiichi attends and gives a speech.

In preparation for holding a regular general meeting of shareholders, Kabushiki Kaisha Teikoku Shōgyō Ginkō (株式会社帝国商業銀行, Imperial Bank of Commerce Ltd.) submits a proposal on the matter of the standardization of the extent of items that should be reported to shareholders. An extraordinary general meeting is convened to discuss the issue and it is decided to entrust officers with investigating the matter.

The Industrial Bank of Japan (日本興業銀行), in cooperation with the Nippon Kangyō Bank (日本勧業銀行) and others, invites the new and previous governors of the Bank of Japan (日本銀行) to the Bankers Club (銀行倶楽部). Eiichi attends and gives a speech.

Previously, the government had decided to issue treasury bonds for the third time to finance the war of 1904–1905 and invited private sector bankers to consultations at the official residence of the minister of finance (大蔵大臣) and elsewhere.
On this day, Eiichi and other professionals meet at the prime minister’s official residence for a conference with Prime Minister (総理大臣) Katsura (桂) and Minister of Finance Sone (曽禰) as well as Count Matsukata (松方) and Count Inoue (井上). On the 12th a Ministry of Finance (大蔵省) ordinance is issued. On the 14th the Tokyo Bankers’ Association (東京銀行集会所) holds a conference of member banks on the issuing of bonds. For the first time since recovering from illness, Eiichi attends and discusses the matter.

The government decided to issue treasury bonds for the fourth time and, on this day, Minister of Finance (大蔵大臣) Sone (曽禰) invites bankers from across the country to his official residence to ask them for advice. Eiichi gives a speech on behalf of the bankers.
Then, on the following day, the 22nd, the bankers meet at the Mitsui Shūkaijo (三井集会所, Mitsui Assembly Hall) and decide to recommend limiting the issuance to 100 million yen of bonds instead of 200 million yen. They agree to do their best to get full subscription and that Eiichi, as the bankers’ representative, will report their decision to the minister of finance. The government is in accord and issues 100 million in treasury bonds. It promulgates a Ministry of Finance (大蔵省) ordinance accordingly.

At the time of the fourth issue of treasury bonds, the government had planned to issue 200 billion yen in bonds, but accepted the recommendation of the bankers to issue half that amount, 100 billion yen. Then, they ended up issuing the remaining 100 billion yen as a fifth round of treasury bonds and promulgated a Ministry of Finance (大蔵省) ordinance to that end on 20 April.
On this day, the Tokyo Bankers’ Association (東京銀行集会所) holds a discussion on the subscription. Eiichi attends.

The government promulgated a law concerning the payment of extraordinary contingency expenses and planned to raise 200 billion yen in government bonds.
On this day, Eiichi attends a conference held at the official residence of the minister of finance (大蔵大臣). Prime Minister Saionji (西園寺), his cabinet ministers, and others also attend as do bankers from the Kyoto-Osaka region and other parts of the country. Eiichi gives an address of thanks. Several conferences follow and, on 3 March, the Association’s member banks determine the amount of bonds they will float.
