On the 10th of this month, pursuant to Article 112 of the revised National Bank Ordinance, Minister of Finance (大蔵卿) Matsukata Masayoshi (松方正義) issued a directive that each national bank formulate a method for redeeming their banknotes and directed the Bank of Japan (日本銀行) to discuss the matter with each national bank and come to an agreement. Eiichi, however, perceiving the complications of redeeming the banknotes, proposed to the associated banks of the Tokyo Bankers’ Association (東京銀行集会所) that they adopt a common procedure for redeeming their banknotes and the proposal was accepted. On this day, the Bankers’ Association submits the proposal to the Bank of Japan. In turn, the Bank of Japan petitions the minister of finance and approval is granted.

The Bank of Japan (日本銀行) holds a banquet to celebrate its fifth anniversary. Eiichi attends. From this time onward, he frequently attends banquets and other events held by the Bank.

From the beginning of this year, the negative effect of the emergence of many new companies had caused a financial panic. On this day, Eiichi receives a telegraph invitation from Minister of Finance (大蔵大臣) Matsukata Masayoshi (松方正義). Eiichi, Yasuda Zenjirō (安田善次郎), and Nishimura Torashirō (西村虎四郎) go to Osaka as representatives of the associated banks of the Tokyo Bankers’ Association (東京銀行集会所) and join discussions on relief measures. As a result, they receive approval from the minister of finance on the 8th of the following month; add 15 additional types of shares to the Bank of Japan (日本銀行) list of discounted bills securities, which until then had consisted only of public bonds; and create a system of collateral financing.


2. Yokohama Specie Bank (横浜正金銀行)

3. Nippon Kangyō Bank (日本勧業銀行)

4. Bank of Taiwan (台湾銀行)

5. Hokkaidō Takushoku Bank (北海道拓殖銀行)

6. Industrial Bank of Japan (日本興業銀行)

Eiichi is appointed by the Cabinet to serve as a member of the founding committee for the Industrial Bank of Japan (日本興業銀行). He is relieved of the duty on 14 April 1902.

On this day, the Industrial Bank of Japan (日本興業銀行) holds an organizational general meeting at the Tokyo Bankers’ Association (東京銀行集会所). Eiichi, as a shareholder, is elected as an auditor. It opens for business at a temporary office at 2-banchi, Kabuto-chō, Nihonbashi-ku on 11 April of this year.

Having reached his 70th year, Eiichi decides to retire from his business involvements, with the exception of those at the Dai-Ichi Ginko (第一銀行) and a few other companies. On this day, he asks for permission to resign as an auditor of the Industrial Bank of Japan (日本興業銀行).


Sub-section 4. National and Commercial Banks
1. Mitsui Bank (三井銀行)

Previously Eiichi had been consulted by Minomura Rizaemon (三野村利左衛門), an executive with the Mitsui family, about the organization of Mitsui Bank (三井銀行). Eiichi had expressed his opinion and given his support. On this day, Minomura sends Eiichi a letter of appreciation. Henceforth Eiichi maintains a close relationship with Mitsui Bank.


2. Dai-Nijūsan Kokuritsu Ginkō (第二十三国立銀行, 23rd National Bank)

December 1876 (Meiji 9) [id: DK050061k] ……… p. 266
Previously, in the autumn of 1876, Nakao Kihei (中尾喜平) and others had proposed the establishment of a national bank in Ōita. They asked Eiichi for guidance and, this month, he sends them a letter of advice. The following year, on 12 October 1877, a license to found the Dai-Nijūsan Kokuritsu Ginkō (第二十三国立銀行, 23rd National Bank) in Ōita is granted and on 11 November of the same year it opens for business with 50,000 yen of capital.


3. Dai-Gojūkyū Kokuritsu Ginkō (第五十九国立銀行, 59th National Bank)

2 May 1877 (Meiji 10) [id: DK050062k] ……… p. 269
An application had been made for permission to open a branch of the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) in the Aomori area by pooling funds from wealthy local merchants. On this day, Eiichi writes a letter to Watanabe Kazutaka [?] (渡辺和威), an Aomori prefectural government official, providing instructions. Thereafter Eiichi provides detailed guidance on establishing a bank on several more occasions and, on 20 January 1879, the Dai-Gojūkyū Kokuritsu Ginkō (第五十九国立銀行, 59th National Bank) opens for business in Hirosaki.


4. Twentieth National Bank of Japan (第二十国立銀行)

11 July 1877 (Meiji 10) [id: DK050063k] ……… p. 284
Previously, at the request of Date Munenari (伊達宗城), Eiichi had provided guidance for the organization of a national bank. On this day, a license to open the Twentieth National Bank of Japan (第二十国立銀行) is granted and, on 10 August of this year, the Bank opens for business. Eiichi assists in many ways even after the opening.


5. Nineteenth National Bank of Japan (第十九国立銀行)

10 October 1877 (Meiji 10) [id: DK050064k] ……… p. 285
Previously, Eiichi had provided guidance and assistance to Hayakawa Jūemon [?] (早川重右衛門), Kurosawa Takajirō (黒沢鷹次郎), and other wealthy merchants in the Minami-saku district of Nagano prefecture who had been planning the organization of a national bank. On this day, a license is granted to open the Nineteenth National Bank of Japan (第十九国立銀行) in Ueda. Hayakawa becomes the president of the bank and, on 8 November of this year, it opens for business.


6. Dai-Sanjūni Kokuritsu Ginkō (第三十二国立銀行, 32nd National Bank)

January 1878 (Meiji 11) (?) [id: DK050065k] ……… p. 290
On 16 January 1878, the Dai-Sanjūni Kokuritsu Ginkō (第三十二国立銀行, 32nd National Bank) in Osaka is granted a license to start business and, on 1 February of the same year, it opens for business. At the time of the bank’s organization, Eiichi, together with Godai Tomoatsu (五代友厚), apparently used his influence to conclude a contract for the hiring of Toyama Shūzō (外山修造) as a business mentor to the bank. Then Eiichi becomes a shareholder of the bank and continues to provide support in significant ways.


7. 77th National Bank (第七十七国立銀行)

October 1878 (Meiji 11) (?) [id: DK050066k] ……… p. 294
Previously, in February 1878, two representative organizing incorporators of the 77th National Bank (第七十七国立銀行) had travelled to Tokyo to meet with Eiichi and receive advice on the founding of a bank. This month Eiichi, together with Shibusawa Kisaku (渋沢喜作), arrives in Sendai, provides advice for the organization of the 77th National Bank, and becomes a shareholder. On 17 October of the same year, the Bank holds an organizational general meeting, on 7 November a license to start business is granted, and on 9 December operations begin. Thenceforth Eiichi works towards the development of the bank in many ways.

Ever since guiding the founding of the 77th National Bank (第七十七国立銀行), Eiichi has helped the Bank in many ways. This month he becomes an advisor to the 77th National Bank.


8. Dai-Jūroku Kokuritsu Ginkō (第十六国立銀行, 16th National Bank)

Previously, the Dai-Jūroku Kokuritsu Ginkō (第十六国立銀行, 16th National Bank) in Gifu had, under Eiichi’s guidance, received training from the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) in bookkeeping and other things. It had opened for business on 1 October 1877, but, because there was suspicion that it was in violation of the National Bank Ordinance, sanctions had seemed imminent. On this day Eiichi sends a letter to Minister of Finance (大蔵卿) Ōkuma Shigenobu (大隈重信) defending the bank and clearing it of the charges.


9. Dai-Rokujūku Kokuritsu Ginkō (第六十九国立銀行, 69th National Bank)

20 December 1878 (Meiji 11) [id: DK050069k] ……… p. 317
Previously, Mishima Okujirō (三島億二郎) had consulted with Kishi Ukichi (岸宇吉) and made plans to establish a national bank in Nagaoka using kinroku kōsai (hereditary pension bonds). They went to Tokyo together and visited Eiichi, asking him for advice. Eiichi thus provided them with detailed guidance. On this day, the Dai-Rokujūku Kokuritsu Ginkō (第六十九国立銀行, 69th National Bank) opens for business in Nagaoka.

October 1882 (Meiji 15) [id: DK050070k] ……… p. 323
This month, with the opening of the Bank of Japan (日本銀行), Eiichi uses his influence to have Kishi Ukichi (岸宇吉), as a representative of the Dai-Rokujūku Kokuritsu Ginkō (第六十九国立銀行, 69th National Bank), purchase 100 shares of Bank of Japan (日本銀行) stock. Several years later, Kishi earns a profit of tens of thousands of yen by selling the shares but, following Eiichi’s advice, he uses this gain to create a relief fund for employees of his bank.


10. Dai-Rokujūhachi Kokuritsu Ginkō (第六十八国立銀行, 68th National Bank)

Previously, Eiichi had provided guidance and assistance to the inauguration of the Dai-Rokujūhachi Kokuritsu Ginkō (第六十八国立銀行, 68th National Bank) in Kōriyama. On this day, the bank presents Eiichi with a letter of thanks and a gift.


11. Hokuriku Bank (北陸銀行)

Previously, in the autumn of 1884, Hokuriku Bank (北陸銀行) had been on the verge of bankruptcy. This month, executives and others go to Tokyo and ask Eiichi for help. Because of this, the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) loans 100,000 yen to save the Bank.


12. Dai-Sanjūsan Kokuritsu Ginkō (第三十三国立銀行, 33rd National Bank)

Later Taneda had also presented “Kōkanjo setsuritsu oyobi ‘koruresupondensu’ kōtsū hō gian” (Proposal on Methods for the Establishing of Clearing Houses and the Spread of ‘Correspondence’) for deliberation. Those present had agreed. It had thus been decided to revise the proposal and discuss it again at another time. Therefore, at a later meeting, Eiichi had explained the methods of paper currency exchange and asked for opinions. The twenty-second meeting of the Takuzenkai (択善会) is held at the Chamber of Commerce (商法会議所) in Kobiki-chō. Eiichi attends and makes a speech, sharing with members the Swiss currency banks alliance treaty and agreement regulations that he has had translated into Japanese.

Previously, at the fourth meeting, the society’s rules had been partially amended. Later, Eiichi had proposed a thorough revision of the old rules. After several deliberations, new Takuzenkai Regulations and Takuzenkai Meeting Rules of Procedure had been established. Thus, on this day, Eiichi, in accordance with Article 4 of the Regulations, draws lots to determine the seating order of members and reads the new rules and regulations aloud. An election is then held and Eiichi is almost unanimously backed for the post of president. Eiichi thereby becomes the society’s president.

The twenty-third meeting of the Takuzenkai (択善会) is held at the Chamber of Commerce (商法会議所) in Kobiki-chō. Eiichi attends and gives a speech on a section on bank directors’ wages from Gilbart’s treatise on practical banking, which Eiichi has had translated into Japanese.

The twenty-fourth meeting of the Takuzenkai (択善会) is held at the Chamber of Commerce (商法会議所) in Kobiki-chō. Eiichi attends and presents an article he has had translated into Japanese, entitled “Ginkō eigyō jō no mondō” (Questions and Answers about Bank Operations), saying it should be included in the meeting’s proceedings.

Previously, Eiichi had introduced Masuda Kokutoku (益田克徳), a director of Kaijō Hoken Kaisha (海上保険会社, Marine Insurance Company), to the membership and had him talk about the organization of the company. On this day, Eiichi speaks about the vital necessity of expanding marine insurance and improving the safety of businesses in general. Those present agree.

Previously, Eiichi had submitted to the membership a proposal that banks throughout the country should develop ways of researching the important work of banks. Those present agreed to the idea. Thus, after several rounds of discussion, a draft inquiry was adopted and sent out to banks across the country asking for their responses. On this day, Eiichi announces that practical reports from banks across the country will be published in Tōkyō keizai zasshi (Tokyo Economics Magazine) as of the 11th issue.

Previously, Eiichi had talked about the necessity in commerce and industry of discounted bills and proposed ways to handle cases when discounted bills were not honored. Since those present agreed, a revised draft was prepared at the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) and sent out to member banks for deliberation. On this day, Eiichi reads the draft aloud and submits it for deliberation. There is no opposition and the draft is adopted.

Previously, Eiichi had submitted a proposal regarding the issue of monthly reserves. Eiichi received agreement from those present and, from that day onward, would often report on the accounts as representative manager. Thus, it is decided that, after this meeting, a statement of accounts will be prepared and distributed to the associated banks every six months.

Previously, a letter had been received from the Ōsaka Ginkōkai (大阪銀行会, Osaka Bankers Association) requesting closer relations with the society and discussions on business matters. On this day, Eiichi reads the letter aloud and asks for opinions from the membership. Everyone present responds affirmatively. As a result of these discussions, proposals are made on the issue of stamp taxes on checkbooks and the issue of hours for handling bank drafts. After some debate, it is decided to submit the proposals. Ōmiwa Chōbee (大三輪長兵衛), a director of the Dai-Gojūhachi Ginkō (第五十八銀行, 58th Bank), is also made to report on the rules of the Ōsaka Kōkanjo (大阪交換所, Osaka Clearing House).

Miwa Shinjirō (三輪信次郎) delivers a speech entitled “Ginkō eigyō muki no iken” (Opinions on the Direction of Banking Operations). Eiichi represents the membership and makes a brief speech of gratitude.

Hara Rokurō (原六郎) expresses his views on why it is not appropriate to put in place arrangements for fixed term deposits with banks and asks for opinions from the membership. Eiichi agrees with this and presents the matter for deliberation. With no objections, it is jointly signed by the associated banks and submitted to the authorities, but it is not approved.

Previously, a case of counterfeit currency found in Osaka had prompted Eiichi to propose that in the event of a bank operations related incident, a report should go out from the society to all banks across the country. Having gotten the approval of the membership, a special report outline was drafted at the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) and, on this day, presented for deliberation. After minor revisions, it is adopted without objections.

Previously, Eiichi had reported on and discussed submitting a report under joint signature with the associated banks of the society about a case in which the holder of a loan from Dai-Shijūichi Ginkō (第四十一銀行, 41st Bank) in Tochigi prefecture with a public bond certificate as security went bankrupt and the bank lost the preferential right to retrieve the loan. There being no objections, on this day, Eiichi read aloud a draft petition. The report is submitted to the authorities after committee members are chosen and revisions made.

Previously there had been discussion on ways in which to transport damaged bank notes that had been exchanged and also on ways to prevent damage. On this day, a report is submitted to the authorities on methods of transportation. Later, a report is submitted on methods of damage prevention.

The Dai-Rokujūroku Ginkō (第六十六銀行, 66th Bank) presents a proposal to compile the business reports of banks throughout the country. The proposal is discussed a number of times.

Previously, Eiichi had announced that the Osaka branch of the Dai-Ichi Kokuritsu Ginkō (第一国立銀行, First National Bank) had notified him about a resolution by the bankers association in the same region that suggested the words “bill on demand” no longer be written on bills of exchange and the time limit indicated instead. He had suggested discussing the resolution with the association. Those present had agreed. On this day, Eiichi reads aloud a written reply from the Ōsaka Ginkōkai (大阪銀行会, Osaka Bankers Association) and submits it for deliberation. Since the membership does not agree with the Ōsaka Ginkōkai’s opinion, it is decided on a later day that a manager will inform the association of their decision.

Eiichi makes proposals regarding the compilation of old and new promissory notes, the matter of having society meetings begin later in the day, and the creation of temporary members. All the proposals are accepted by those present.

Since written reports from the society were under joint seal, their preparation was exceedingly time consuming. In view of this, Eiichi had previously proposed amending the stipulation on this matter. After several rounds of discussion, all members consented to the proposal. The draft proposal is adopted on this day and is later submitted.

Eiichi introduces to the society’s general membership the national banks that have expressed a wish to join. He and the membership agree to allow the banks to join.

Previously, the society had attempted a proposal on the matter of the disposal of inconvertible notes, but in doing so it accidentally offended the authorities. As a result, on this day, Eiichi consults on whether to dissolve the society. The membership decides to dissolve the society.
